Developer Fee Rates
Since 1987 in California, statutory developer fees, also known as level 1 fees, have been set by the state allocation board every two years and are adjusted based on statewide construction cost index change. These fees are a common source of funding for school districts to address the impact of new development on needed school facilities. Districts must justify their developer fee rate with a Fee Justification Study showing the impact of development on needed school facilities. VUSD's study is linked below.
The current developer fees for VUSD are as follows: residential at $5.17 per square foot; commercial/industrial at $0.84 per square foot. *Rates going up on October 19, 2026 to $5.38 per square foot for residential, and commercial industrial will be $0.87 per square foot.*
- Additions to existing residences and ADUs (<500 sq ft.): Exempt
- Additions to existing residences and ADUs (500 sq ft. or more); new construction (any sq ft.): $5.17/sq ft on entire new square footage
- Commercial/Industrial: $0.84/sq ft.
