District Complaints

We are committed to providing an excellent educational experience for all VUSD students and seeks to resolve conflicts at the school level whenever possible.  This page provides staff, students and community members with resources to resolve complaints regarding VUSD schools, programs, or employees.

Sexual Harassment and Discrimination (Title IX)

Uniform Complaints

The Vacaville Unified School District has the primary responsibility to insure compliance with applicable state and federal laws and regulations and has established procedures to address allegations of unlawful discrimination, harassment, intimidation, and bullying, and complaints
alleging violation of state or federal laws governing educational programs and the charging of unlawful pupil fees.

The Vacaville Unified School District shall investigate and seek to resolve complaints using policies and procedures known as the Uniform Complaint Procedures (UCP) adopted by our local board.  Unlawful discrimination, harassment, intimidation, or bullying complaints may be based on actual or perceived age, ancestry, color, ethnic group identification, gender expression, gender identity,
gender, disability, nationality, national origin, race or ethnicity, religion, sex, sexual orientation, or on a person’s association with a person or group with one or more of these actual or perceived characteristics, in any program or activity that receives or benefits from state financial assistance.

The UCP shall also be used when addressing complaints alleging failure to comply with state and/or federal laws.

Williams Complaints

The Eliezer Williams, et al., vs. State of California, et al. (Williams) case was a landmark Superior Court case to provide all students equal access to instructional materials, safe schools, and quality teachers. 

The Williams complaint process shall be used when addressing complaints regarding sufficient instructional materials, school cleanliness and repair, and appropriately credentialed teachers.

(a) Discrimination

Defined under any protected category (includes actual or perceived race or ethnicity, age, religion, marital or parental status, disability, sex, sexual orientation, gender, gender identity) including sexual harassment and discriminatory bullying.


(b) any school program receiving federal and state funds, such as

  • Adult Education

  • Child Nutrition

  • Childcare and Development Programs

  • Vocational Education

  • Consolidated Categorical Aid Programs

  • Migrant Education

  • Special Education

  • Child Nutrition

(c) Complaints regarding the imposition of student fees

Defined by harassment from student, between employee and student, between student and non-employee, between employees

Bullying is defined as incidents when an individual or a group of people with more power, repeatedly and intentionally cause hurt or harm to another person or group of people who feel helpless to respond.
