Vaca Pena AVID students had the opportunity to visit Solano Community College's Vacaville campus to learn more about the biotechnology industry.  VUSD School Board Member Michael Silva

said part of the goal was to let students know what college opportunities are out there and that SCC can provide a quality education in advanced sciences for those who cannot afford to get into a UC. He also hopes students will learn that science can be fun.

According to the Center for Disease Control (CDC) most e-cigarettes contain nicotine, which is addictive. Nicotine exposure can also harm adolescent brain development, which continues into the early to mid-20s. 

Solano County Office of Education (SCOE) Youth Development Services staff and members of the Solano Youth Coalition and will lead a one-hour informational session on current trends in tobacco products such as vape pens and e-cigarettes, the health effects, how students access the products, what the products look like, and current laws pertaining to tobacco products.

This session will be held in the VHS Library, and is open to all VUSD parents and members of the community.

Buckingham Charter Magnet High School is now accepting enrollment applications through January 31, 2019.  Buckingham is a tuition-free charter school with no attendance boundaries, offering a small school environment and learning options to fit each unique student. Any student can apply and applications are accepted through a random public lottery.

The Solano County Committee comprised of the Solano County Office of Education School Board Trustees is hosting a public hearing, Wednesday, December 19th in the Catwalk Theater at Will C Wood High School located at 998 Marshal Road in Vacaville at 6:00 PM. Last night Vacaville Police were notified about the possibility of a threatening comment made by a VP student. Vacaville PD is on campus to provide extra security and to support school administration in interviewing students. All students involved are accounted for and with school administration.

 

As always, please help your student understand the severity of any comment, picture or post that implies a threat of harm to self or others. We appreciate the diligence of students and parents who immediately reported the information to police and school administration. Together we can work to keep students safe and provide support when needed.

The Solano County Committee will hear a proposal from VUSD to transition to trustee-area elections. This initiative was prompted by a letter threatening to sue the district if trustee areas are not adopted. Tonight's proposal includes the recommendation of the adoption of Map 101 (BLUE) which was the top choice indicated in the public survey. Tonight's meeting is public and will be held at 5100 Business Center Drive in Fairfield at 5:00 PM.

The public surveys asking the Vacaville residents to indicate which proposed trustee-area map is preferred, closed on November 29, 2018.
297 responses were received with 45% of the responses choosing the BLUE map 101 as the top choice. After reviewing the responses from the public, the VUSD Board of Trustees selected map 101 as the map that will be recommended to the County Committee for approval and adoption in early December 2018.

Hello VUSD Families,

We have decided to close schools and the district office tomorrow due to another forecast of air quality in the “unhealthy” range.  Please know that we do not take closing schools lightly, and we understand that this can have significant financial impact on our families. 

Under normal circumstances, we would remain open at AQI levels of 151-200, however we have concerns about the prolonged exposure to staff and students occurring this week.

As we learned with last year's fires, air quality can change significantly from hour-to-hour. VUSD will be looking to air quality resources for status updates and guidance about activity levels and exposure for staff and students.

Public Hearing A

Vacaville Unified School District Board of Trustee members are currently elected in “at-large” elections, whereby voters throughout the entire school district elect each trustee member.  On September 20, 2018, the VUSD Board adopted Resolution #3, 2018/2019, declaring its intent to transition from at-large to by-trustee area Board elections. A by-trustee area election system would require each Board member to reside within the designated trustee area boundary, and would be elected only by the voters in that trustee area.  

 

A school district seeking to transition to a by-trustee area election system must submit an application to the local County Committee on School District Reorganization (“County Committee”) for approval. If the County Committee approves the school district’s application, California Education Code section 5020 would require an election to approve the transition to by-trustee area elections.  

 

To avoid the costs associated with an election and to ensure timely implementation, the VUSD Board will consider seeking a waiver from the State Board of Education of this election requirement, as well as certain other Education Code sections related to the election requirement.  If the waiver is granted by the State Board of Education, no election to approve the change to by-trustee area elections will take place, and the County Committee’s decision on the District’s proposal will be final.

  

Pursuant to Education Code sections 5019 and 33050, the Board invites community input on the proposed waiver request.  Any member of the public or representatives of the school district will be provided the opportunity to offer oral or written comments on the matter. Community members who wish to provide input, but who cannot attend may submit remarks to PIO@Vacavilleusd.org or by mail to VUSD Public Information Office, 401 Nut Tree Rd., Vacaville, CA 95687.

Please take a moment to read the following message from the Vacaville Police Department:
 

We want to notify our community about a suspicious situation that occurred just after 7pm tonight in the area of Sierra Vista Elementary School. Three young children, ages 10-12, were riding their bicycles down Bel Air Drive near Woodbury Circle when a man pulled along side them in a truck. The man allegedly attempted to coax the children into the vehicle and even offered them money. Luckily, the children knew better than to talk to strangers and continued to quickly ride down the street away from the man. The man continued to follow the children for a short distance until they turned down Woodhaven Drive and asked for help from a resident outside of their home. That resident contacted the police department and officers quickly responded to the area.
 

The man was last seen driving down Bel Air Drive, toward Alamo Drive. He was described as a Hispanic male, unknown age, hair on the side of his head and possibly balding on top. He had a "handlebar" mustache and was wearing a green shirt. He was last seen driving a dark colored truck, possibly a Dodge Ram. The truck had loud exhaust and a light colored camper shell, possibly white or silver.
 

This incident is a good reminder to talk to your children about the dangers of talking to strangers. It is unclear what this man's intent was and we are thankful these children reached the safety of a caring community member.

The Vacaville Unified School District Board of Trustees will consider a resolution declaring the intent to transition from an at-large election system to a by-trustee area election system for the members of the governing board. The public meeting will be held on Thursday, September 20, 2018 at 6:30 PM at the Educational Services Center located at 401 Nut Tree Road in Vacaville.

 

Currently, the seven members of the VUSD Board of Trustees are elected under an “at-large” election system, in which all voters residing within school district boundaries vote for each member. In August 2018, the District received a demand letter from the law firm Shenkman & Hughes, demanding that the District change its method of election to a by-district (or by-trustee) system in compliance with the California Voting Rights Act (Elec. Code, § 14025, et seq.) (“CVRA”) or risk being sued by the firm. This is the same law firm that challenged the City of Vacaville’s election system, which led the City Council to vote unanimously to move away from at-large elections.

 

Under the CVRA, at-large elections are impermissible if they result in racially polarized voting or cause disenfranchisement of voters from a protected class. The only election system that provides VUSD complete protection from a CVRA claim is a “by-trustee area” election system. A by-trustee election system would require that voting districts be established within the Vacaville Unified School District boundaries. Each trustee must then reside within the designated voting district boundary, and trustees would then be elected only by the voters from the voting district in which the trustee resides. 

 

When a public agency receives this type of demand letter, the agency is given 45 days to demonstrate its intent to transition to by-trustee area elections.  If the VUSD does not adopt a resolution signaling its intent to transition from at-large to by-trustee area board elections within this 45 day “safe harbor window,” the law firm, or any other plaintiff, may file a lawsuit against the District under the CVRA. 

 

Superintendent Jane Shamieh commented, “Valid and reasonable points can be made on both sides of the discussion for at-large versus by-trustee area elections systems. However, a CVRA claim is very difficult to defend against and can result in extensive legal expenses. We do all that we can to preserve funds so that they can be used for students.  These are some of the reasons that the Board will be considering adopting the resolution of intention to change election systems.” 

 

The Vacaville Unified board will hear from the public and consider whether or not to adopt a resolution declaring the intent to transition from at-large to by-trustee area Board elections on September 20th. The public is invited to attend and make public comment during the meeting. Residents can also provide comments to PIO@VacavilleUSD.org.

Adam Wight ACSA honoree
The Association of California School Administrators (ACSA) named Willis Jepson Principal Adam Wight the Region Four Middle School Principal of the Year.
Adam has been the principal for Willis Jepson for two years and was part of the administrative team that earned the school the distinction of a California, and then National, School To Watch in 2016. He is a veteran in Vacaville Unified having taught or been in administration for sixteen years. He has continued to lead the Jepson staff in being champions for every student’s success with a solid foundation to prepare students for high school.
ACSA is the largest organization for school leaders in the United States. The organization advocates for public school students in kindergarten through grade 12, as well as adult learners. ACSA Region 4 encompasses the counties of Mendocino, Lake, Sonoma, Napa, Marin and Solano. 

The ACSA Principal of the Year Award awards recognizes outstanding performance and achievement by individual administrators. Recipients of the award must show strong support for the school management team; exceptional leadership in managing school programs; to educational quality and student achievement; commitment to professional growth; and creativity and innovation in dealing with issues and problems facing public education. We are excited to share that Jessica Reed has been hired as the instructional leader and Principal at Jean Callison Elementary. Mrs Reed was recently honored as the Association of California School Administrators district four Elementary Principal of the Year.
She has been the assistant principal and principal of David Weir K-8 School in Fairfield for the past four years. Before that she was the Assistant principal at Christian Academy. Her colleagues describe her as masterful at building relationships with her school community, and she is respected for having the highest of expectations for student achievement. Jessica is known to be positive, inspirational and a passionate educator. She is excited to serve Vacaville students we know she will be a great addition to Callison. Welcome Jessica!

Vacaville Unified students and staff are focusing attention May 18-25th on making intentional efforts of kindness, respect and understanding both with those around us and online. We will be planting, drawing creating flowers to represent the actions we take to be a positive influence our community. 

Will C Wood students will be joined by Buckingham and Vaca High students in downtown Vacaville this Saturday, May 19th to share the symbols of kindness with community members.

Country High, Alamo, Sierra Vista K-8, Padan, Markham, Hemlock/ACE, Jepson, Ernest Kimme Charter, Cooper, Fairmont Charter, Browns Valley and Educational Services Center will also be hosting activities on campus next week to engage students in deliberate acts of positivity.

Join us this week! Plant your seeds of positivity with those around you and create a flower that represents it.

Hello VUSD Families,

 

Area media has recently shared security video from February depicting an incident involving a district bus driver and a student. This is the same video that led to the arrest of the driver on February 14th of this year. In an effort to continue to be communicative and transparent, we are providing the following summary of actions that Vacaville Unified employees took in response to this incident.

 

On Tuesday, February 6th, an employee who was waiting outside of a bus witnessed the incident involving the bus driver and the student. Once the student was off the bus, the employee immediately escorted the student to the principal to report the event. The principal immediately started an investigation. That same day, VUSD removed the driver from further routes, contacted Child Protective Services and filed a report with the Vacaville Police Department. Police were also notified about the surveillance video.

 

The Vacaville Police Department concluded their investigation the following week. VUSD then presented the video to the victim’s parents. We contacted each family with students who ride district busses to notify them of the arrest of the bus driver and to answer any questions. A letter from Superintendent Jane Shamieh about the incident was also placed on social media. Community members were invited to attend a public meeting to address any concerns or answer questions for parents.  Approximately thirty parents, employees and administrators attended the meeting. Television media was present as well.

 

The bus driver received hundreds of hours of professional development beyond required certifications and trainings during her employment. These trainings included a wide variety of topics including but not limited to driver safety and special education issues. We will continue to provide trainings, professional development and support for all of our employees serving students.

 

Please know that we take this matter very seriously and will continue to be forthcoming and collaborative with our families.

PG&E is currently experiencing a power outage. The outage is affecting Ernest Kimme Charter Academy and Sierra Vista K-8. Class will continue as scheduled, however the schools currently cannot receive incoming calls.

Preventing suicide takes an entire community. All VUSD families are invited to hear award winning author Kevin Hines present on the important topic of suicide awareness and prevention. Kevin is a motivational speaker, mental health advocate and an attempted suicide survivor who is known for his passionate support of mental health causes and prevention. This presentation is FREE, and all VUSD families are invited to attend.
