The Vacaville Unified School District Board of Trustees will consider a resolution declaring the intent to transition from an at-large election system to a by-trustee area election system for the members of the governing board. The public meeting will be held on Thursday, September 20, 2018 at 6:30 PM at the Educational Services Center located at 401 Nut Tree Road in Vacaville.

 

Currently, the seven members of the VUSD Board of Trustees are elected under an “at-large” election system, in which all voters residing within school district boundaries vote for each member. In August 2018, the District received a demand letter from the law firm Shenkman & Hughes, demanding that the District change its method of election to a by-district (or by-trustee) system in compliance with the California Voting Rights Act (Elec. Code, § 14025, et seq.) (“CVRA”) or risk being sued by the firm. This is the same law firm that challenged the City of Vacaville’s election system, which led the City Council to vote unanimously to move away from at-large elections.

 

Under the CVRA, at-large elections are impermissible if they result in racially polarized voting or cause disenfranchisement of voters from a protected class. The only election system that provides VUSD complete protection from a CVRA claim is a “by-trustee area” election system. A by-trustee election system would require that voting districts be established within the Vacaville Unified School District boundaries. Each trustee must then reside within the designated voting district boundary, and trustees would then be elected only by the voters from the voting district in which the trustee resides. 

 

When a public agency receives this type of demand letter, the agency is given 45 days to demonstrate its intent to transition to by-trustee area elections.  If the VUSD does not adopt a resolution signaling its intent to transition from at-large to by-trustee area board elections within this 45 day “safe harbor window,” the law firm, or any other plaintiff, may file a lawsuit against the District under the CVRA. 

 

Superintendent Jane Shamieh commented, “Valid and reasonable points can be made on both sides of the discussion for at-large versus by-trustee area elections systems. However, a CVRA claim is very difficult to defend against and can result in extensive legal expenses. We do all that we can to preserve funds so that they can be used for students.  These are some of the reasons that the Board will be considering adopting the resolution of intention to change election systems.” 

 

The Vacaville Unified board will hear from the public and consider whether or not to adopt a resolution declaring the intent to transition from at-large to by-trustee area Board elections on September 20th. The public is invited to attend and make public comment during the meeting. Residents can also provide comments to PIO@VacavilleUSD.org.

Adam Wight ACSA honoree
The Association of California School Administrators (ACSA) named Willis Jepson Principal Adam Wight the Region Four Middle School Principal of the Year.
Adam has been the principal for Willis Jepson for two years and was part of the administrative team that earned the school the distinction of a California, and then National, School To Watch in 2016. He is a veteran in Vacaville Unified having taught or been in administration for sixteen years. He has continued to lead the Jepson staff in being champions for every student’s success with a solid foundation to prepare students for high school.
ACSA is the largest organization for school leaders in the United States. The organization advocates for public school students in kindergarten through grade 12, as well as adult learners. ACSA Region 4 encompasses the counties of Mendocino, Lake, Sonoma, Napa, Marin and Solano. 

The ACSA Principal of the Year Award awards recognizes outstanding performance and achievement by individual administrators. Recipients of the award must show strong support for the school management team; exceptional leadership in managing school programs; to educational quality and student achievement; commitment to professional growth; and creativity and innovation in dealing with issues and problems facing public education. Congrats Adam- well deserved honor!

We are excited to share that Jessica Reed has been hired as the instructional leader and Principal at Jean Callison Elementary. Mrs Reed was recently honored as the Association of California School Administrators district four Elementary Principal of the Year.
She has been the assistant principal and principal of David Weir K-8 School in Fairfield for the past four years. Before that she was the Assistant principal at Christian Academy. Her colleagues describe her as masterful at building relationships with her school community, and she is respected for having the highest of expectations for student achievement. Jessica is known to be positive, inspirational and a passionate educator. She is excited to serve Vacaville students we know she will be a great addition to Callison. Welcome Jessica!

We use this survey to get a better understanding of what students are experiencing. This survey is a component of school improvement efforts to help guide the development of systemic health, prevention, and school environment (kindness) programs and curriculum.

Hello VUSD Families,

 

Area media has recently shared security video from February depicting an incident involving a district bus driver and a student. This is the same video that led to the arrest of the driver on February 14th of this year. In an effort to continue to be communicative and transparent, we are providing the following summary of actions that Vacaville Unified employees took in response to this incident.

 

On Tuesday, February 6th, an employee who was waiting outside of a bus witnessed the incident involving the bus driver and the student. Once the student was off the bus, the employee immediately escorted the student to the principal to report the event. The principal immediately started an investigation. That same day, VUSD removed the driver from further routes, contacted Child Protective Services and filed a report with the Vacaville Police Department. Police were also notified about the surveillance video.

 

The Vacaville Police Department concluded their investigation the following week. VUSD then presented the video to the victim’s parents. We contacted each family with students who ride district busses to notify them of the arrest of the bus driver and to answer any questions. A letter from Superintendent Jane Shamieh about the incident was also placed on social media. Community members were invited to attend a public meeting to address any concerns or answer questions for parents.  Approximately thirty parents, employees and administrators attended the meeting. Television media was present as well.

 

The bus driver received hundreds of hours of professional development beyond required certifications and trainings during her employment. These trainings included a wide variety of topics including but not limited to driver safety and special education issues. We will continue to provide trainings, professional development and support for all of our employees serving students.

 

Please know that we take this matter very seriously and will continue to be forthcoming and collaborative with our families.

Wednesday, March 28th 2:00 PM to 4:30 PM at Willis Jepson Middle School. Event is open to all VUSD middle school girls.

 

Young women in the S Club at Vacaville High School recognized the social challenges that they faced in middle school and are now offering support and mentoring for younger peers through the Building Bridges project. The premise of the event is based upon the principles of empowerment by changing personal perspective and spoken words as described in the book "Oh Shift" by authors Jennifer Powers and Mark Tucker.

 

The Building Bridges event for students will also feature discussions about subject that teen girls often don’t have control over, such as sexual harassment, sex trafficking, bullying as well as substance use. Tracey Lee, a licensed U.C Davis Coach and Supervisor will be the facilitator of the "Oh Shift for Teens" curriculum and will be leading the girls through an interactive empowerment workshop.

 

This event is open to all VUSD middle school girls. 7th and 8th grade students who wish to participate can register by calling the Willis Jepson Counseling Office at 453-6280.

Walk UP and extend kindness March 14th
Tomorrow is the national "Walk Out" movement, from 10:00 AM to 10:17 AM. As a district, we recognize that recent violent events weigh heavily on VUSD parents, staff and students. While VUSD is not promoting participation in the event, we will support students in middle or high school who feel compelled to express themselves in a respectful way during this time. Some student groups have organized voter registration efforts (non-partisan) and similar activities tomorrow. Teachers will remain in classrooms for students who do not wish to participate as well. 
"Walk Up" is another movement that encourages students and adults alike to extend kindness and support to others. Efforts of kindness is something we can all do today that can have immediate impact in our daily lives.

Hello VUSD Families,

 

The recent school shooting in Florida is a horrible reminder that our worst nightmare is happening more and more. As we move forward through our fear for our own children and grief for families at Marjory Stoneman Douglas High School, I wanted to share what VUSD has and will continue to do to address school safety.

 

School violence is a complex issue. As a district we have worked to identify the aspects of school violence beyond legislation that we can directly control and impact in our schools.

 

As adults, the action that we can take today which serves as the foundation for a positive school climate is helping students understand the importance of respect, compassion, understanding and support of each other; face to face, on social media, at school and at home. We can model this behavior and help students look for understanding of each other. Our schools serve students with a wide range of emotional, physical and intellectual needs and it is important that we foster a culture that is inclusive of everyone. Sometimes behaviors we witness are misunderstood or present an opportunity to provide a student with needed support. However, consistent and understood consequences for students who choose to threaten, demean or bully others at school or online is also key.

 

A consistent and clear emergency response plan is also vital in keeping our students safe and addressing any potential threat on campus. We are in our fourth year of practicing the Standard Response Protocols (Lockdown, Lockout, Evacuate, Shelter). This plan was developed with guidance from the Vacaville Police Department. Vacaville PD is at the center of all our emergency responses and their expertise and support has been invaluable. A police sergeant and four school resource police officers are based on school campuses and serve all of our schools with safety and crime issues. Our emergency plan also includes monthly drills for students and staff as well as trainings for parents. I invite you to attend our next parent-training event on February 27th at 5:30 PM at 401 Nut Tree Road.

 

Our 2017-18 educational plan (LCAP) has also included funding and programing to systemically address social and emotional wellness for students. Each school has adopted systems of Positive Behavior Interventions and Supports (PBIS) that include teaching positive behaviors and offering a wide range of supports to fit each individual student’s needs. This includes sixteen mental health clinicians, therapists, and interns, school counselors, deans at secondary schools and school administration. The City of Vacaville also has a community service officer, two master social workers, family support workers and program managers who work to serve and support VUSD students as well.

 

Positive school climate and safety is an ongoing effort that must be the highest priority for the school district, parents, students, city and our community. Supporting students positively as they grow not only effects our school environment but our city as a whole.

School shootings are a terrifying thought for every parent and educator. Student safety is always in the forefront for us as a community. Given yesterday's tragic events in Florida, we thought we would share the following upcoming events that are part of our annual calendar to address school safety. 
The first is our district wide Emergency Operations Center Training on February 27th that includes all of our schools and departments in executing an EOC with the focus on the logistics of keeping our students safe and accounted for in a disaster. 

The second is an informational meeting for parents, reviewing our Standard Response Protocols as well as our Standard Reunification Method Protocols, also on February 27th from 5:30-7:00 PM in the Educational Services Center Board Room at 401 Nut Tree Road. 

Finally, March 15th is our annual district-wide school Lockdown Drill. The drills will be happening throughout the day at every school site. Each site creates a different scenario to practice each year, for example a school might elect to trigger the drill during passing period or recess rather than in the classroom so that students can practice the procedures under various circumstances. 

The Vacaville Police Department is an integral partner in keeping our kids safe. All of our protocols are created in collaboration with VPD. Hello VUSD Families,

 

It is with a heavy heart that I share the following news.

 

The Vacaville Unified School District (VUSD) contacted the Vacaville Police Department and Child Protective Services on Tuesday, February 6th, 2018, to report the possible physical abuse of a VUSD student. A VUSD employee reported a VUSD bus driverhad physically assaulted a student, and the school principal immediately initiated an investigation. Throughout the morning, the school district’s investigation revealed the student had sustained injuries from the incident. VUSD immediately contacted the Vacaville Police Department and Child Protective Services.  The driver was immediately removed from duty that morning and is no longer a VUSD employee.

 

The Vacaville Police Department immediately began a criminal investigation which consisted of several interviews, reviewing surveillance video from inside the school bus and consulting with the Solano County District Attorney’s Office. The bus driver was arrested on felony charges today.

 

As a parent I’m sure this raises a great deal of concern, so I want to provide some facts to you and invite you to a parent meeting on Friday evening at 5:30 PM. I firmly believe that transparency with our families and with the public is critical in maintaining our integrity and trust amongst our families and community, so if you have any questions or concerns, please join us at the meeting, email or call.

 

The bus driver completed one route in the morning of Tuesday, February 6, 2018.  The route was the morning – AM Route G. 

 

The driver

  • Has driven on three days this school year (2017-18)
  • picked up and dropped off children at Vacaville High School, and then
  • picked up and dropped off children at Browns Valley Elementary School, and concluded her route by
  • by  picking up and dropping off students at Padan’s Preschool program

 

The incident was recorded as all of our school busses are equipped with cameras. The video surveillance was immediately turned over to Police as evidence.

 

The Friday meeting is for parents of all students with questions or concerns.  The time of the meeting is at 5:30 PM, and it will be held at the Educational Services Center, located at 401 Nut Tree Drive.

ACE Enrollment Meetings for Parents

The Alternative Cooperative Education (ACE) Program’s philosophy of education honors and supports each individual’s unique development.  The program encourages and incorporates parent involvement to support the idea that education is a shared responsibility. The goal is to empower children to reach their potential in a supportive atmosphere where they experience joy, creativity, and self-confidence while learning about themselves and the world around them.

 

Essential components of the ACE Program’s philosophy that are integral to the goals include:

Sierra Vista K-8 held a LOCKOUT drill (doors locked business as usual in the classroom) this morning. Moments later, around 11:00 AM, Vacaville Police Department put the school on LOCKOUT again because they were conducting an arrest nearby as a precaution. Police lifted the LOCKOUT 10 minutes later. Some police cars were parked in the school parking lot, but no threat was ever present on campus.

Dear VUSD Families,

 

Some of you may have heard a very upsetting voicemail on social media, sent from one student to another student.  The voicemail was brought to our attention yesterday morning. Parents and VUSD staff alike have good reason to be disturbed and saddened by hearing students being cruel to another student. In this instance, we communicated with some families involved yesterday morning. An investigation into the voicemail was initiated. Disciplinary action has been taken in accordance with Education Code and Penal Code. Our investigation continues as we work with police and gather more facts about the extent of other student involvement.

 

While countless students in our schools choose to be “upstanders” and are respectful of others, we must continue to help all kids make kind choices. Every child should be celebrated for who they are. Students cannot learn if they do not feel safe, accepted and included in school; our academic efforts will fall short if this is not the case.

 

Vacaville Unified takes bullying very seriously and implemented a multi-pronged system that includes ongoing systemic programs, curriculum, cyber lesson, events, counseling and staff supports.  In the last two years we have spent over $700,000 in student supports for social and emotional wellness, behavior interventions and discipline.

 

Supporting kids in becoming responsible digital citizens takes a joint effort from schools, parents, the police department and students. We all play an important part in modeling respect and helping students understand the impact that their choices make on others. Some of the ongoing programs and events that are happening within VUSD to foster kindness are featured on the Family and Student menus on the VUSD website: http://www.vacavilleusd.org/kindness for parents and http://www.vacavilleusd.org/change for students.

 

While this incident is deeply disheartening, it presents an opportunity for families to discuss the importance of kindness and respect, as well as the possible ramifications of digital comments and posts. Taking time to routinely view students’ social media pages not only helps parents ensure child safety and responsibility, it is also presents a great opportunity to learn fun things about students and their friends.

 

As always, parents and students are invited to share concerns with school administration, VUSD Student Services or me. We will continue to take acts of bullying very seriously and impart discipline to the extent that the law allows as well as provide needed social and emotional supports for students.

This Teacher Tuesday, we shine a light on Tracy Begley who is a phenomenal educator and truly a joy to work with. Tracy has been a teacher for 17 years. She teaches the Newcomer class at Willis Jepson, a class for students who are new to the Unites States. Tracy has helped students from Peru, Russia, Vietnam, China, Japan, South Korea, Taiwan, Liberia, Mexico, El Salvador, Guatemala, the Philippines, Iran, Iraq, India and Afghanistan become acclimated, learn English and feel welcomed at school. Tracy was quoted as saying, “I want students to acquire English as quickly as possible, so they can get out there in the world and shine!” Tracy is known by her colleagues as a genuine and down-to-earth educator who is passionate about teaching. She also provides tremendous leadership and support for her fellow teachers as the President of Vacaville Teacher's Association. Thanks for all you do for staff and students Tracy!

As a follow up and response to the concerning incident this morning involving the arrest of a near a bus transit station, please see the update below. As always, we encourage parents to help students understand how to be aware of their surroundings, not engage with strangers and immediately tell adults about strange or threatening incidents. We appreciate the immediate action and support from Vacaville PD, and are glad that the suspect was identified.

 

THE FOLLOWING MESSAGE HAS BEEN POSTED BY THE VACAVILLE POLICE DEPARTMENT:

Two teenaged girls are to be commended for their quick thinking and actions yesterday, which have now led to the arrest of 29-year-old Vacaville resident Newton Payeah.

Yesterday morning while waiting for a bus at the Vacaville Transit Center on E. Monte Vista Avenue, Payeah approached two girls who were waiting for a bus to take them to school. He asked them if they would like to smoke marijuana with him and offered to give them a ride, identifying himself as an Uber driver. These brave young ladies did the right thing by not engaging him further and got on their bus when it arrived. They then reported what happened to an adult which resulted in police being called.

Our children's safety is extremely important to us and we immediately launched an investigation as to what occurred. Information was being shared on other social media platforms that in some situations was not correct. We want you to know we are committed to providing you information that is timely, accurate, and direct from the source on our social media platforms and sometimes that takes a little longer than we all may want, however this ensures accuracy in what's shared. Officers from our Youth Services Section were actively following up on the case when we learned Payeah returned to the transit center this morning. Officers immediately responded and safely took Payeah into custody. We were able to determine he does not work for Uber as a driver. Payeah was arrested for annoying a child under the age of 18 and booked into Solano County Jail. Below is a picture of Payeah at the time of his arrest and the car he arrived in.

This situation could have ended much different if not for the excellent decisions made by the girls. Please use this event to have those important conversations with your children about how to handle themselves should they ever be in similar circumstances.

Matt Jackson teaches Integrated Math 1, Business Math, and Mass Media at Country High School. He is a bucket of positive energy getting his students excited and engaged in the world of Math. He helps students who have typically been frustrated with math develop a growth mindset where they can think about things in a different way. Not only does he work hard to develop engaging math lessons with real world applications but he has also taken on a new class, Mass Media. On top of all his hard work at CHS, he also teaches math courses at Kimmie Charter School for Independent Learners. Besides fantastic classroom instruction, Mrs. Sylvia is also Alamo Elementary school's Positive Behavior (PBIS) Team Leader and Student Council Advisor. At the beginning of this year, she spearheaded Alamo’s PBIS Tier 2 rollout as well as Red Ribbon Week. Will C Wood and Vaca High students have decided to use their popular cross-town rivalry known as the Black and Blue Bowl to help students in Santa Rosa. The schools will fundraise in honor of two high school students who bravely fought to save their local little league field. Brady and Bryce Cannon, filled water buckets and wheelbarrows, fighting off hot spots to save the Rincon Valley Little League fields. While they were able to save the 4 baseball fields, the league’s equipment sheds, with over $80,000 worth of equipment were lost.
To recognize the efforts of these young men and to show support for both sports and our neighboring community, both schools are raising money to help replace some of that equipment. A GoFundMe page https://www.gofundme.com/rincon-valley-little-league offers a place for community members to donate, a “Cash Grab” fundraiser will happen at Will C Wood on Friday, and bleacher fairies will collect cash during the second half of the JV game and the first half of the Varsity game. Every penny raised will go to help a neighboring community.

VUSD schools will be open today with measures being taken to reduce smoke exposure for staff and students. Students who stay home with parental permission due to poor air quality will have excused absences.

 

“Our thoughts go out to our Fairfield/Napa/Sonoma neighbors and staff who are dealing with evacuations and tragedy. We understand that many VUSD parents cannot get time off for poor air quality and cancelling school creates childcare and income challenges for many. Keeping schools open, but excusing absences for those who choose to keep students home is the best way we can support our families during this tragedy while maintaining educational continuity.” VUSD Superintendent Jane Shamieh.

 

All VUSD schools will be collecting donations for fire victims today.

This week, VUSD recognizes Ryan Price. Ryan is an amazing English teacher at Buckingham Charter Magnet High School. Ryan is innovative, inspiring and is held in high esteem by students and staff alike. He’s always finding new ways to make learning fun. In this pic, Ryan is seen as his alter ego, Larry Lexicon throwing out a school-wide challenge to all students and staff to participate in the VOCAB BOWL. The Vocabulary Bowl is a yearly competition where thousands of students across the US and Canada compete to see which school can master the most vocabulary words. Ryan’s plan is to win the National Title, broaden students’ vocabulary and increase their SAT, ACT and CAASPP scores at the same time.

Hello VUSD Families,

As you probably remember, VUSD has been evaluating our school start times with the intent to create optimal learning environments for our students. Significant research shows that the circadian rhythm (or sleep cycle) for humans changes during the adolescent years. While young children typically are naturally wide awake early in the morning, teens biologically struggle with waking early, regardless of the time they go to sleep. Research shows that aligning school start times to better fit students' biological rhythms results in improved student performance and success.

VUSD has been evaluating school start times for over two years. This evaluation included: 

  • reviewing extensive research
  • recommendations from health organizations like the National Sleep Foundation, National Institutes of Health, Centers for Disease Control, and the American Academy of Pediatrics 
  • school district transportation 
  • cost analysis
  • feedback from principals
  • polls for students, parents and teachers

The VUSD Board of Trustees have taken all of these into careful consideration and have voted to adjust school start times for the 2018-19 school year. In the year to come, we will work with VUSD staff, City Coach, athletics, Vacaville Police and Fire and other community organizations in preparation of these new times. We understand that this positive change for student learning requires some adjustments for our families and community partners. We appreciate your willingness to work with us in fitting our educational system to meet students' needs.

El Distrito Escorar de Vacaville (VUSD) ha estado evaluando las horas de inicio de clases por más de dos años. Esta evaluación incluyó:

• revisar extensas investigaciones

• las recomendaciones de organizaciones de salud como la National Sleep Foundation, los Institutos Nacionales de Salud, los Centros para el Control de Enfermedades y la Academia Americana de Pediatría

• transporte del distrito escolar

• análisis del costo

• comentarios de los directores

• encuestas para estudiantes, padres y maestros

La Mesa Directiva del Distrito Escorar de Vacaville (VUSD) ha tomado todas estas consideraciones y ha votado para ajustar las horas de inicio de la escuela para el año escolar 2018-19. En el próximo año, trabajaremos con el personal de VUSD, el autobús de la ciudad (City Coach), el atletismo, la Policía y los Bomberos de Vacaville y otras organizaciones comunitarias en preparación de estos nuevos horarios. Entendemos que este cambio positivo para el aprendizaje de los estudiantes requiere algunos ajustes para nuestras familias y socios comunitarios. It's Teacher Tuesday!

Teacher Mr. Lee
Corey Lee is a tremendous asset to VUSD and Vacaville High School. In addition to being an excellent teacher, Mr. Lee gives of his time to get involved with every aspect of bulldog life whether it’s coaching tennis, being an integral part of our student council, or supporting our staff with their technology needs. Mr. Lee worked tirelessly this summer by participating in numerous activities and training opportunities including AVID Summer Institute, cheer camp, the student council retreat, Professional Learning Communities Institute, not to mention that he was on campus frequently helping to ensure a smooth start to the school year. Thank you Mr. Lee for your dedication to the VUSD & Bulldog family!

If you have questions or concerns, a Special Needs Parent Liaison is here to help. Special Needs Parent Liaison is a support for families of children with special needs and the staff who serve them. The Special Needs Parent Liaison is a neutral and confidential resource for families and staff, providing information, training and advice on special needs issues and topics, and supporting relationships between families and staff. 
The Special Needs Parent Liaison works to help children succeed by fostering collaborative and productive partnerships between VUSD and families of children with special needs. Services are available to families and staff at any point in the special education process, whether the need is information, guidance, support, facilitation or dispute resolution.
No referral is necessary to contact the Special Needs Parent Liaison.
